  BUSINESS ENVIRONMENT STRENGTHENING FOR TANZANIA PROGRAM – ADVOCACY COMPONENT (BEST-AC)
   

 
   

The Government of Tanzania has stated that it is committed to improving the regulatory and business environment throughout the country. This can only be achieved if the business community is itself fully engaged in the process.  The best organisations to advise government on how to improve the business environment are businesses themselves, through their trade and private sector organisations.

BEST-AC is the component of the BEST Programme responsible for supporting private sector advocacy through membership organisations, or PSOs – private sector organisations.  Specifically, it supports them through grants and technical assistance to become institutionally and intellectually competent to achieve positive changes in the business environment through advocacy to government.  Its purpose is to sustainably enhance the quality and effectiveness of Tanzanian private sector advocacy for an improved investment climate. 

Through the BEST AC program grant, the TLS commissioned a consultancy to review the process of mortgaging and rights of transfer of occupancy. In 2008, the TLS commissioned Dr. Ringo Tenga, Mr. Felix Kibodya, and Mr. Ebenezer Mshana to conduct a study on the same.
